It seems the OPhone rumours of an imminent Chinese Android device, and Dells plans for one, came together when reports from China suggest Dell is in fact ready to announce a handset "within days". The branded name for this handset is to be "mini3i" - OPhone being the Chinese spin of Android. Since this is for the Chinese market it is unlikely to support 3G, but since China Mobile is the worlds largest carrier by subscribers, that won't worry them too much.
Boy Genius gets the credit for the scoop, and the tip this device has the codename "Benzine". Heres the spec:

The OPhone is a curious beast - all we hear of it is that it is the Chinese version of Android, so we can assume it has all the necessary localisations and network support required for that market. However, Dell is not the company to benefit for this as Lenovo and Dophod are expected to announce OPhone-based handsets imminently.
